Automatic shutdown and paused files

Hi,

There seems to be a small issue with the automatic shutdown feature. Using the latest release, 6.70 build 4600.

If I pause one of my files, when all the others are done, NB will not automatically shutdown. If I delete the paused file, then the shutdown countdown starts at once. I don't know if there is a reason for this, or if it is just because the code is looking for the download window to be completely empty before starting the shutdown procedure. The way I see it, if I manually paused a file, it means that I don't want it in this session, it is a download for some other time, so when all the other downloads are done and nothing is being downloaded, I'd like NB shutdown my system as requested. Please keep our planet green ;).

I'll take a look. Someone complained that it shut down while still importing headers too.

As a small reminder, the current 6.80 RC5 still suffers from this issue.
