Add nzbs to download and it keeps downloading all the par files even when not required

The option to pause pars is ticked under settings, believe it worked ok on earlier versions

If you're getting them from NZBGeek it's because geek changed to a non-standard PAR filenem format. I've already addressed this for RC5.
