Need to download some books - what is rar.txt? files

There is no such thing as a stupid question here as long as it pertains to using NewsBin. Newbies feel free to get help getting started or asking questions that may be obvious. Regular users are asked to be gentle. :-)

Hi all, I like downloading books. How can I download files that state NOT A BOOK ...... rar.txt. Is there a way to download/decode these type of books. The posting usually states that it is an [epub].rar or simular type file. TIA
